HOLM Developments Signs Agreement for $250M+ Complex on Ambassadori Island Batumi

Dubai-based HOLM Developments has signed an investment and development agreement for a new large-scale project on Ambassadori Island Batumi, adding another international developer to one of the largest coastal development projects currently underway in Georgia.

Under the agreement announced on August 26, HOLM Developments plans to develop a 140,000 m² multifunctional complex, with the announced investment exceeding $250 million.

The agreement was signed by Gocha Kamkia, CEO of Ambassadori Island Batumi, and Sergey Avayan, CEO of HOLM Developments.

What Has Been Announced?

The future HOLM development is planned as part of the wider Ambassadori Island masterplan.

The official announcement confirms two main figures:

  • approximately 140,000 m² of planned development;
  • announced investment of more than $250 million.

However, several details that will ultimately matter to property buyers have not yet been specified in the public announcement.

These include the final project concept, number of buildings and apartments, unit mix, construction timetable and expected completion date.

For that reason, the $250 million figure should currently be understood as the announced scale of the planned investment, rather than capital already deployed into completed construction.

The agreement is an important project milestone, but it is not the same thing as a completed development or delivery schedule.

Who Is HOLM Developments?

HOLM Developments is a Dubai-based real estate developer whose current public portfolio includes HOLM One and LINEA by HOLM, both located in Jumeirah Garden City.

According to the developer’s website, both projects currently have Q1 2028 as their target completion date. HOLM also states that its Dubai development activity is financed internally and that it has invested approximately AED 1.1 billion in Dubai to date.

The Ambassadori Island announcement also reports strong early sales for HOLM’s Dubai projects: HOLM One was said to have sold out within 10 days, while LINEA was reported as sold out on its release date. These are company-reported sales figures rather than independent evidence of completed project delivery.

That distinction matters.

Strong sales can indicate marketing reach and buyer demand, but for buyers considering the future Batumi development, the more relevant indicators will eventually be construction progress, financing, permits, delivery timing and the quality of the completed project.

The Batumi agreement also represents an expansion beyond HOLM’s existing Dubai portfolio.

Ambassadori Island Is Becoming a Multi-Developer Project

The HOLM agreement is significant not only because of its size.

It also reinforces the idea that Ambassadori Island is evolving into a multi-developer masterplan, rather than a development built around a single residential tower.

In May 2026, Origami Holding signed a separate agreement under which it plans to invest $200 million in a multifunctional complex on Ambassadori Island.

At the same time, construction of Ambassadori Island’s own First Tower is already underway.

According to the project’s July construction update, work was progressing across two construction zones. In one area, work had reached the third-floor stage, while foundation piling continued in another. The project says foundation piles extend to 65 metres and that approximately 48 hectares of reclaimed land have already been officially commissioned.

This means Ambassadori Island is moving from land reclamation and masterplanning toward a more complex phase in which several individual developments may eventually operate within the same district.

Why This Matters for Batumi

For Batumi, the most relevant part of the HOLM announcement is not simply the $250 million headline.

The agreement shows that a developer based in the UAE is prepared to enter a major Georgian coastal project, adding another source of international capital and development activity to the city.

That can support Ambassadori Island’s visibility outside Georgia and potentially expand the international sales networks through which Batumi property is marketed.

But increased development has another side: future supply.

If multiple residential and hospitality projects are delivered within the same area, buyers may eventually face greater competition in both the rental and resale markets.

This does not automatically make additional supply negative. A successful large-scale district can also generate infrastructure, services, public spaces, tourism activity and stronger year-round demand.

The balance will depend on what is actually built and how the individual projects are integrated.

For an apartment buyer, citywide investment figures are therefore less important than property-level factors such as:

  • entry price;
  • construction and delivery stage;
  • apartment size and layout;
  • view and location within the project;
  • building management;
  • operating costs;
  • future competing supply.

A $250 million development agreement can change the scale of a district, but it does not determine the future performance of an individual apartment.

What Is Still Unknown?

Several important elements remain to be clarified before the HOLM project can be assessed in detail.

Among them are:

  • final architectural concept;
  • residential versus commercial composition;
  • number and types of apartments;
  • sales launch and pricing;
  • construction start date;
  • development permits;
  • construction schedule;
  • target completion date;
  • future property and rental management model.

These milestones will provide a more useful basis for evaluating the project than the investment figure alone.

Our View

The HOLM agreement is a meaningful development for Ambassadori Island.

A planned investment exceeding $250 million and a 140,000 m² development add considerable scale to the wider masterplan and show that Ambassadori Island is attracting developers from outside Georgia.

At the same time, this is still an early-stage development announcement.

HOLM’s reported sales performance in Dubai is interesting, but buyers should not treat rapid unit sales as proof that a future Batumi project will be delivered on a particular schedule or achieve a particular investment return.

The next milestones matter more: final design, permits, construction start, financing structure, apartment specifications, pricing and visible progress on site.

For Batumi more broadly, the key question is whether Ambassadori Island develops into a functioning year-round district with infrastructure, hospitality, commercial activity and public spaces — or primarily adds another large volume of residential supply to the coastline.

That distinction will ultimately matter far more for the property market than the headline investment number.
